Background

Maritime Services (H.K.) Co., Ltd., (MSCO) is a company of maritime professionals with the mission to provide quality survey and consultation service in the maritime trade and marine engineering field. Our company is comprised of Master Mariners, Chief Engineers, and mechanical & marine engineers. MSCO has over 35 years of experience and expertise in serving the industry and regulatory bodies since our establishment in 1980.

MSCO provides consultation services for major P & I clubs, hull underwriters, marine insurance companies, shipping companies, financial institutions, shipbrokers, and some law firms. We have worked closely with many leading P & I clubs and thus are quite experienced in the needs and concerns of P & I coverage. Our extensive knowledge and experience have enabled us to conduct casualty investigations, thus pin-pointing all aspects of the matter.

We were awarded the ISO 9002 Quality Services System Certificate by Det Norske Veritas in 1996 and have currently updated to the ISO 9001:2008 Quality Services System Certificate. Recognition from this institution indicates that we have sincerely strived to maintain quality service and progress our staff's caliber.

Marine Consultants & Surveyors
Barry J. H. Chen - BEng Mechanical Engineering (HKU), MIIMS, China Surveyor Certificate, Managing Director
Barry has been with the company since his graduation from the University of Hong Kong. He has handled many marine casualty investigations and some legal cases. A member and Registered Marine Surveyor of International Institute of Marine Surveying (IIMS). Passed examination and certified as China Surveyor issued by China Insurance Regulatory Commission. Executive Committee member of Institute of Seatransport. He is experienced with ISPS assessments and other surveys such as P&I condition survey, pre-purchase survey, project management of new building, H&M condition survey, on/off-hire condition and bunker survey, cargo damage survey, etc.

Captain S. H. Pau - Master Mariner, Chartered Shipbrokers. FNI, FICS.
Captain Pau started his sea-going career in mid.60. Serving in World Wide Shipping Group mainly on VLCC and Bulkers, as well as site supervision in newly building in UK and Japan. Past chairman of The Nautical Institute - Hong Kong Branch. Appointed by Hong Kong Goverment as Nautical Assessor in various Admiralty Court of Enquiry. Principal Examiner for Hong Kong Marine Police since mid 80. Past member of government appointed Hong Kong port Operation Committee and Pilotage Advisory Committee. Trouble shooting for ship safety and port operation.

Captain Elmer P. M. Chiu - Master Mariner, MNI
Elmer holds a Class I Certificate of Competency (Deck) from Marine Department of Hong Kong. He has over 10 years of sea-going experience. He is an expert in conducting all kinds of surveys especially the casualty investigations and hull damage surveys.

Dou Wei Min - Surveyor, Superintendent & Chief Engineer
Mr. Dou is a graduate with a Bachelor of Engineering & Science at Dalian Maritime University. He has over 10 years of sea-going experience as an engineer and has spent few years ashore as a superintendent. He has handled all kinds of marine surveys such as pre-purchase surveys, casualty investigations, hull & machinery surveys, P&I condition surveys, cargo damage surveys, etc.

Steven Cheung - Surveyor
Class 3 Marine Engineer with over 13 years of surveying experience in carrying out all various types of marine surveys such as P&I condition survey, pre-purchase survey, casualty survey, etc.

Kim K.L. Lam - Surveyor
Kim graduated from IVE (MSTI), Hong Kong's nautical institution. He has been trained in many aspects of marine such as navigation, hull structure, engine machinery, etc. He has conducted various types of surveys such as P&I condition survey, casualty surveys, collision surveys, etc.

Marine Surveyor
Post duty:
1. To conduct marine surveys of various kinds, e.g. marine casualty investigations, condition surveys for marine vessels, etc.
2. To prepare technical reporting on survey findings.

Post requirements:
1. High sense of responsibility and ethics.
2. Sea-faring experience preferable, preferred to be ex-deck/engine officers.
3. Higher diploma or above in related disciplines.
4. Fluent in English, Cantonese, and / or Mandarin, able to write technical reports ( English & / or Chinese).
5. Willing to work irregular hours.
6. Willing to frequent China for works.
Bunker Surveyor

Post duty:
1. To conduct bunker survey, on/ off hire condition and bunker survey
2. Able to handle bunker disputes.
3. To prepare technical reporting on survey findings.

Post requirements:
1. Sense of responsibility.
2. Sea-faring or bunker barge as loading master experience preferable, preferred to be ex-deck/engine officers.
3. Fluent in English, Cantonese, and / or Mandarin, able to write technical reports ( English & / or Chinese).
4. Willing to work irregular hours.
5. Willing to frequent China for works.
Technical Clerk (Full/ Part-Time)

Post duty:
1. To assist Manager in producing reports (English & Chinese).
2. To assist Manager in communication and work arrangement.
3. Responsible for office clerical works.

Post requirements:
1. Sense of responsibility.
2. Fluent in English, Cantonese, and Mandarin.
3. Ability to write technical reports (English & Chinese) is a MUST.
4. Experience in secretarial posts will be a benefit.
